Abstract

Pekanbaru is a city with soaring economic activity, but it turns out that it has experienced many complex, long, and ineffective legal problems, especially in public services, which precisely at the Ombudsman Institute of the Republic of Indonesia Representative of Riau Province, it turns out that it has received 106 complaints of maladministration until August Thahun 2018. This is partly due to the failure to apply the principles of Good Governance Government properly. So that raises a problem. The main problem that the researchers raised is related to how the implementation of good governance of the Ombudsman Institute of the Republic of Indonesia Representatives of Riau Province in Resolving Maladministration in Pekanbaru City and What are the inhibiting factors in implementing good governance of the Republic of Indonesia ombudsman institution Representative of Riau Province in solving maladministration in the city of pekanbaru. While the research method is to use a type of observational legal research, which is known as (observational research), which provides a study describing or describing an event with a research location study, in this case, the location chosen as a place to conduct research in order to answer research problems. this is the Riau Representative Ombudsman Institute. For data collection tools in this study is an interview, namely data collection which is done by the researcher holding a question and answer directly to the respondent. The results of his research are that related to the implementation of good governance government to the Ombudsman Institute of the Republic of Indonesia Riau Province Representative in Resolving Maladministration in Pekanbaru City, it was found that it did not implement it properly, because there were still high complaints cases that had not been resolved by the Representative ombudsman Institute of Riau Province. Meanwhile, Inhibiting Factors in the implementation of good governance of the Republic of Indonesia ombudsman agency Representative of Riau Province in resolving maladministration in Pekanbaru City, namely the number of assistants who are still relatively small, the existence of the Ombudsman Institute of the Republic of Indonesia Representative of Riau as well as its functions and authorities that are not widely known by the public. a challenge in itself, the lack of budget that is owned by the Ombudsman Representative of Riau Province.
