Abstract

This research has a purpose, namely: To analyze the process of community empowerment carried out by the government of Kuala Kilan Village, Batang Cenaku District, Indragiri Hulu Regency, To see the results and achievements of community empowerment in Kuala Kilan Village, Batang Cenaku District, Indragiri Hulu Regency and To look for obstacles in the Implementation of the Function of the Village Government in Community Empowerment in the Village of Kuala Kilan, Batang Cenaku District, Indragiri Hulu Regency. This study uses a quantitative approach. Data collection is done by means of observation, questionnaires, interviews and documentation. The results showed that: Social empowerment in the presence of a garbage bank that has been going well, although community participation is still lacking, Economic empowerment in the presence of village unit cooperatives in the buisness of photocopying and mini petrol stations and Community empowerment institutions still do not understand their duties and functions so that the village head directly carries out community empowerment. The conclusions of the study are: There are still many people who did not come to the village meeting, thus limiting ideas received by the village government and the process of continuing empowerment was slow, The low awareness of the community to attend meetings held by the Village Government and the lack of community participation in empowerment because the people in Kuala Kilan Village are less concerned with the development in their village, and the lack of community participation in development planning makes the implementation of village development especially in the field of empowerment not going well and Community Empowerment Institutions do not yet understand their duties and responsibilities, so that community empowerment policies and strategies are slow.
