Abstract

The accuracy of the Permanent Voter List is the main reference for citizens to participate in voting on voting day on 27 June 2018 at their respective polling stations. Ideally, residents who vote on election day are residents who are registered in the Permanent Voters List because residents receive an invitation to attend the polling station directly. The most classic problem that is often encountered regarding the accuracy of the Permanent Voters List is that people who have the right to vote are not registered in the Permanent Voters List. With this phenomenon, it is important to examine the implementation of updating voter data in the Election of Governor and Deputy Governor of Riau in 2018. Research related to updating voter data in the Election of Governor and Deputy Governor of Riau in 2018 aims to determine the process of updating voter data and analyze the factors that influence it. the quality of the results of updating voter data, to find out the obstacles to updating voter data organized by the election organizers of the General Election Commission, District Election Committee, Voting Committee and Voter Data Update Officer. This study uses a qualitative descriptive research method with a qualitative approach. The object under study is the implementation of updating voter data with the informant sampling technique used with non-probability sampling. Data collection techniques in this study using interviews, observation and documentation. The results showed that all stages of updating voter data went smoothly so that the General Election Commission of Bengkalis Regency could establish a Permanent Voter List. However, behind the smooth stages of updating, there are still people who have the right to vote who are not registered in the Permanent Voters List. This is because there are still residents who have Non-Electronic Identity Cards, an error voter data information system and an invalid Population Identification Number, residents who cannot be found, residents do not respond to the announcement of the Temporary Voter List and Permanent Voter List, negligence of officers in filling out blacking forms, residents are uncooperative or do not want to be recorded in the voter list, appointment of Voter Data Update Officers without a test and interview process and the number of voting committees is disproportionate to the number of voters and the size of a villages.
