Abstract

ABSTRACT The Narcotics Crime is one of the crimes whose scope of development is increasingly troubling. Its current development is not only targeting certain places, but can also occur in various places and regions, such as office areas, schools, urban areas, rural areas and others. In fact, its development has now reached all places and regions, one of which is the Rupat sub-district located in Bengkalis Regency, Riau Province. Rupat sub-district is one of the sub-districts in the Bengkalis district which is juridically under the juridical jurisdiction of the Bengkalis Police resort. which in terms of Narcotics crimes, the number of cases is high and alarming. Therefore, to overcome it certainly requires serious attention from various parties. Based on the description above, there appears a main problem that needs to be investigated, namely about what factors cause people to commit the Narcotics crime, what is the Operandy Mode and what kind of efforts are made by the Rupat Police in overcoming the Narcotics crime. In this researh, researchers used a type of survey research located in Rupat sub-district, Bengkalis Regency. And the data source used is primary data in the form of direct interviews with several parties concerned, and secondary data from books, journals and related articles. The nature of this research is descriptive research. Based on the results of the research, it can be concluded that the Narcotics Crime in the legal area of Rupat Police is basically caused by various factors. and these factors can be broadly grouped into individual factors, family factors, economic factors, environmental factors, and regional factors. And Narcotics Substances are entered in Rupat Island with various Operandi Modes, including; smuggling Narcotics into food packaging, or disguising themselves as fishermen and so on. The countermeasures carried out by the Rupat Police in eradicating Narcotics Crime can generally be grouped into three efforts, such as Pre-emptive, Preventive and Refressive efforts. Pre-emptive efforts include; provide legal education to the public about the Dangers of Narcotics, and put up appeal banners at the point of public crowds. while the Preventive Effort is to carry out Routine Patrols in places prone to Narcotics crime such as at Roro Port, Rat Ports, and other vulnerable places. The expressive effort is to take action in the form of arrest and legal proceedings against the perpetrators of Narcotics crimes in the legal area of the Rupat Police.
