Abstract

This study aims to determine how the community capacity building through programs Baliak Ka Surau by wali nagari in Nagari Magek Kecamatan Kamang Magek Kabupaten Agam and to determine the factors inhibing community capacity building trought the program. Indicators used in the study include:: human resource development and institutional reform. This type of research located in Nagari Magek uses qualitative methods, namely research that makes humans an instrument with adjustments to situation that is generally qualitative. The determination of informants in this study used purposive sampling dan snow ball sampling techniques. Data collection techniques used consist of interviews, observations and documentation, where the data collected will then be used as material to analyze the empirical condition of the objectivity of the evistence of research objectives at the location under study. Based on the analysis techniques above, the researcher assessed and concluded that community capacity building through the Baliak Ka Surau Program is still not running optimally, this can be seen from the lack of funds needed for the implementation of the program, the lack of personnel utilization in the implementation of activities, inappropriate work management, the lack of cooperation networks in implementing program development and inappropriate mechanisms for implementing activities. This can occur because there are still obstacles that still interfere with the course of the program.
