Abstract

EFFECTIVENESS OF HUMAN RESOURCE MANAGEMENT INFORMATION SYSTEM (SIMPEG) APPLICATION AT THE AGENCY OF HUMAN RESOURCES DEVELOPMENT AND STAFFING (BKPSDM) PEKANBARU CITY By : Zulfan Aprian NPM : 177122084 ABSTRACT This study aims to determine the extent of effectiveness in the application of Human Resources Management Information System (SIMPEG) at the agency for personnel and human resources development (BKPSDM). The main problems in this study are: the potential of the SIMPEG application has not been used optimally; the state civil apparatus has not been responsive in inputting personnel data; the staffing data input process is still a bit complicated; and the competence of operators in operating simpeg is still low. The method used in this research is descriptive quantitative. The research subjects were all state civil apparatuses in the pekanbaru city personnel and human resources development agency (BKPSDM) with a total sample of 64 people. The theory used in this research is the theory of effectiveness according to tangkilisan which consists of 4 indicators, namely: target achievement; adaptability; job satisfaction; and responsibility. Data was collected by means of observation, interviews, distributing questionnaires, and documentation. The data analysis technique used is the one sample t-test hypothesis test. The results showed that the implementation of the personnel management information system (simpeg) at the agency for personnel and human resources development (BKPSDM) of pekanbaru city was categorized as effective, with the effectiveness level of each indicator, namely 78% (achievement of the target); 73% (adaptability); 74% (job satisfaction); and 70% (responsibility) and for the whole it reached 74% from the presumed highest figure of 65%. Suggestions in this study are to simplify personnel data requirements by inputting only the latest ones, as well as making improvements to the menus in the simpeg application, especially the edit menu that can be done by technicians or it consultants.
