Abstract

The problem that is often faced by employees of the Sub-Administrative Division is that there is still no implementation of the planned task targets in one year, so that during the job evaluation there is still work that has not been completed in the previous year and must be completed in the following year. In addition, the IKI category continues to show less good and continues to increase every year, while the good and very good IKI categories do not show an increase. This study aims to analyze the effect of capacity building on improving the performance of Sub-Administrative Employees of Land Transportation Management Center Region IV Riau Province and Riau Archipelago Province. This study uses a survey method with a quantitative approach to statistical analysis of the influence between variables. The population in this study were employees of the Sub Administration of Land Transportation Management Center Region IV Riau Province and Riau Archipelago Province, amounting to 36 people. The sampling technique is saturated sampling where all members of the population are used as research samples. Data collection techniques used are questionnaires, observations and interviews. This study uses two variables, namely capacity building with system, institutional and individual level indicators. While other variables are employee performance with indicators of quality, quantity, timeliness, effectiveness and independence. The results of this study indicate that there is a significant positive effect between capacity building on improving employee performance. The capacity building of employees in Sub Administration of Land Transportation Management Center Region IV Riau Province and Riau Islands Province is considered to be good, as well as employee performance is considered to be quite good.
