Abstract

This study aims to determine the administrative services of cyber crime cases at the Special Criminal Investigation Directorate of the Riau Police and to find out the obstacles faced in the administrative services of Cyber crime cases at the Special Criminal Investigation Directorate of the Riau Police. The type of research used in this research is qualitative research. Qualitative research describes the actual situation of what was found at the time of the research based on the author's observations in the field by collecting data, clarifying, and analyzing in order to obtain a formulation of the analysis of the problems encountered. The research informants in this study were 1 Head of Sub- Directorate, 1 Kanit, 1 Panit and 1 Banit as key informants, 3 reporting/victims as supporting informants. Data analysis in this study starts from data collection, data reduction, data presentation, and drawing conclusions. Check the validity of the data is done by triangulation of sources. The results of the study indicate that there are several obstacles faced when receiving cyber crime case reports such as the lack of supporting evidence from the complainant, the reporter's lack of understanding of the procedures for reporting cyber crime cases and the competence of service officers in the field of Cyber crime. The scope of cyber crime is universal across national borders so that it is difficult to detect perpetrators and applicable laws. The indicators in service standards in this study are (1) service procedures (2) completion time (3) service costs (4) service products (5) facilities and infrastructure (6) officer competence.
