Abstract

This study aims to find out and explain the factors that influence the work motivation of the State Civil Apparatus (ASN) at the Bagansiapiapi Health Center, Rokan Hilir Regency. Talking about public services certainly cannot be separated from the government as the service provider, of course the Rokan Hilir Regency Government also wants to improve public services by motivating its employees to work optimally. This research uses qualitative research method with descriptive research type. The key informants in this study were the Head of the Bagansiapiapi Health Center in Rokan Hilir Regency and the Administration Unit and the Bagansiapiapi Health Center in Rokan Hilir Regency and the main informants were ASN employees of the Bagansiapiapi Health Center, Rokan Hilir Regency. Sample selection is done by (purposive sampling). Based on the results of research and data analysis shows that: (1) Driving Force and Willingness are indicators that affect the Work Motivation of the State Civil Apparatus (ASN) at the Bagansiapiapi Health Center of Rokan Hilir Regency. The conclusion can be obtained from the results of interviews with respondents who on average lose their thrust in work due to the leadership of the head of the health center who provides additional work outside the field of ability of employees so as to affect the employee's push in work, not only that the factor of giving work outside the ability of employees is also a factor of employees being unsatisfactory in work (2) Willingness to be the dominant indicator affecting the Work Motivation of the State Civil Apparatus (ASN) at the Bagansiapiapi Health Center of Rokan Hilir Regency, the conclusion was obtained from the results of interviews with respondents with an average willingness to work reduced due to employee indiscipline and the distribution of additional work to one employee became the dominant factor in the results of this study, because so many employees got additional work continuously. so that it loses motivation in work and has an impact on laziness in work and not disciplined to complete the work.
