Abstract

Planning in regional development is an activity or process in preparing systematically and continuously, the stages of preparation are development plans that will be carried out by following or adjusting to implementation guidelines. One important aspect of successful development that can occur efficiently and effectively, since the implementation of the e-planning system in the Meranti Regency Government in 2017, Bappeda is a Regional Apparatus that coordinates the preparation of regional development plans that are required to use an electronic-based planning application or commonly called with e-planning in preparing regional development planning documents. This study aims to determine the effectiveness of using the e-planning system in the preparation of annual development planning documents in the Meranti Islands Regency Government. The research method used is descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observations, and documentation related to eplanning at the Bappeda of Meranti Regency. Through the research conducted, it can be seen that the effectiveness of Electronic Planning in Regional Development Planning by the Regional Development Planning Agency has been running quite effectively, this can be seen from the responses of several Bappeda Meranti Regency staff who are satisfied with e-planning-based planning, with the existence of e-planning. planning the stages of preparing the development plan to be more orderly and in accordance with the specified time, and easy to monitor. E-planning has many benefits and advantages, apart from that there is a Technical Team formed by Bappeda of Meranti Islands Regency. The implementation of e-planning is quite effective, but there are still shortcomings, including frequent server downs or network disturbances which make it an obstacle when inputting work plan proposals. This is due to overload in accessing the e-planning website, so there are often problems with inputting. With a solution to further expand the content of website access so that there will be no server downs or network disturbances when it is in the inputting stage of the proposed work plan of regional apparatus.
