Abstract

Efforts to Prevent Terrorism Crime Occurred in the Riau Regional Police Criminology Perspective make Law as a commander as contained in Article 1 paragraph 3 of the 1945 Constitution, Law Number 5 of 2018. In the Regulations the laws regulate the Countermeasure Measures Criminal Terrorism. However, Efforts to Prevent Terrorism in the Riau Regional Police Legal Region have not been maximized in carrying out their duties. The author formulates two problem formulations related to the Counter Terrorism Crime Efforts that Occur in the Riau Regional Police Criminology Perspective. The research methods in this study, First, the type of research is sociological law and is descriptive. Second, the location of the study is the Riau Regional Police Area. Data sources, supported by primary data sources, secondary data sources, and tertiary data sources. Third, the data collection tool is an interview. After the data collected is then analyzed qualitatively, then draw conclusions with deductive thinking methods, namely analyzing the problem from general form to special form. From the results of the study, there are two main things that can be concluded. First, the reasons for the occurrence of Terrorism Crimes in the Riau Regional Police's jurisdiction, namely the condition of the Riau people who are less productive in economic, social and political terms; Governance that is deemed incapable of managing society; High unemployment; There are lessons from social media about education on violence and hatred towards certain groups of people; Perpetrators are still lacking in understanding the science of religion; Law enforcers who have not been maximized in carrying out their duties. Second, efforts in tackling terrorism offenses, namely, countermeasures must be carried out in stages, in which the police chief gives direction to Babin Kamtibmas in order to increase public education about the dangers of terrorism offenders if there are suspicious matters of the public can quickly report to the regional police Riau so that early prevention can be done; Riau Provincial Regional Police to be more active in conducting patrols especially intelligence; Creating strategies to strengthen the Regulation on Terrorism; He carried out by the Riau Police about the Terrorism Deradicalization Program and the AntiTerrorism Organization Capacity Building.
