Abstract
The leadership style plays an important role in managing human resources in order to achieve the vision and mission of the organization. Situational leadership style according to Hersey Blanchard has the characteristics of telling, selling-coaching, participation and delegating. This research method is qualitative, with data collection techniques used observation, interviews and documentation and the results are analyzed by descriptive qualitative. The results of this study shown: (1) From the telling indicator, Head of BKD Riau Province has created a good relationship with his employees but only focuses on the scope of work. From the selling-coaching indicators, the Head of BKD Riau Province has given his employees the opportunity to participate in providing ideas, but the employees prefer to be passive. The lack of guidance from superiors to subordinates because they are more fully entrusted to the Head of Division. From the participation indicators, the Head of BKD Riau Province involves his subordinates in completing a job and motivates his subordinates by always practicing with his subordinates about the work program to be implemented. From the delegating indicator, Head of BKD Riau Province delegates authority and gives many responsibilities to his subordinates and gives them the opportunity to decide for themselves every problem that exists. (2) The inhibiting factors for the situational leadership style of Head of BKD Riau Province consisted by limited human resources and lack of employee competences. (3) Following the situational leadership practice by Head of BKD Riau Province was to delegating, which is more likely to delegate work which is an activity within the scope of his subordinate office. Leaders provide extensive opportunities for subordinates to exercise control over their duties. Because they have the ability and confidence to carry out the behavior in their own direction.
