Abstract

The Rokan Hilir Regency Government has established a policy in the form ofRokan Hilir Regent Regulation Number 20 of 2020 concerning Additional Incomefor Civil Servants in the Rokan Hilir Regency Government. This regulationapplies to all Regional Apparatus Organizations (OPD) including the RegionalSecretariat. The purpose of the enactment of these regulations is to motivate ASNto work harder and be responsible for the Main Duties and Functions (Tupoksi) ofeach ASN. As a reward for those who meet the performance achievements, theTPP will be paid in full in accordance with the predetermined amount andbecome a punishment for ASN who fail to meet the performance achievementsaccording to their main duties and responsibilities. The purpose of this study wasto determine the implementation of the Provision of Additional Employee Income(TPP) at the Regional Secretariat of Rokan Hilir Regency (Base of Rokan HilirRegent Regulation Number 20 of 2020). The research method used in this study isa qualitative method. Based on the results of research conducted, it is known thatthe provision of TPP to employees is not good enough, this can be seen from theimplementation of giving TPP to employees evenly without any performanceanalysis of each existing employee. And also the purpose of the TPP itself has notbeen achieved properly where the purpose of giving the TPP is to motivateemployees to work harder and better in the future. In providing TPP to employeesof the Regional Secretariat of Rokan Hilir Regency, employees TPP to absencesand employee performance reports without any supervision carried out onemployee performance. there are still many employees who complain about theTPP they receive because the TPP is not disbursed every month and most employees receive the TPP not in accordance with their performance. Allemployees are very happy with the additional employee income. However, thereare still complaints about the delay in disbursing employee TPP in Rokan HilirRegency.
