Abstract
This study aims to find out and explain the problems of licensing policies for captive breeding and exploitation of swiftlet nests at the Office of Investment and One Stop Service, Rokan Hilir Regency. The theory used is the policy implementation of Edward III. This research uses quantitative and qualitative types. Licensing of captive breeding and exploitation of swiftlet nests at the Rokan Hilir Regency Investment and One Stop Service Office has been implemented properly, both from aspects of communication, disposition, and bureaucratic structure. Meanwhile, from the aspect of resources, no problems were found from the dimensions of human resources, machines/facilities and infrastructure, and money/budget. The problem of resource implementation is found in the dimensions of the work method/procedure so that it has an impact on the quality of the final product produced. The inhibiting factors in licensing and operating swallow nests in the Licensing and Non-licensing Service Section II of the Investment and One Stop Integrated Service Office of Rokan Hilir Regency are the availability of information on swallow nest entrepreneurs who already have permits, coordination between agencies in the exploitation of swallow nests, requirements licensing for the exploitation of swallow's nests, and weak law enforcement for violations of Article 2 of the Rokan Hilir Regency Regulation Number 7 of 2019 concerning the Permit of Swallow's Nest Breeding. Therefore, the Head of the Office of Investment and One Stop Integrated Services of Rokan Hilir Regency should make changes to the work methods/procedures so that it has an impact on the quality of the final product produced.
