Abstract
The implementation of identity document services in Rokan Hilir Regency has many problems to serve public needs. Problems arise due to geographical conditions and the complexity of community data problems that are not in sync with the E-Ktp data system. In addition, there is no integrated service unit at the sub-district level and causes people to have to come to Rokan Hilir Regency. This raises the assumption that public found difficulty to provide E-Ktp services. The purpose of this study is to determine of effectiveness Identity Card Document Service and to find out the obstacles in the Population and Civil Registration Office of Rokan Hilir Regency. The research method used in this study is a qualitative research method with a descriptive type of research. Data was collected by interviews, observations, and documentation. this research involve 1 of key informant who is the head of the service, 2 informants in charge of implementing E-Ktp services and 10 people who apply for E-Ktp services. Theory that used in this study refers to standard indicators of public service procedures which include: Service time; Service fee; Service products; Facilities and infrastructure; Competence of service providers. The results of the study indicate that the e-Ktp service has been carried out quite well because the public can easily get the identity card document service. The factors that hinder the implementation of the service are the internet network and E-Ktp equipment that are experiencing congestion, there are still employees who violate service procedures, lack of human resources, the distance from one village to the local government center where the EKtp recording is far away, lack of public awareness in an orderly manner. administration.
