Abstract

This study aims to determine the level of success of the implementation of Pekanbaru City Regional Regulation Number 7 of 2016 concerning Amendments to Pekanbaru City Regional Regulation Number 5 of 2008 concerning the Implementation of Population Administration (Study at the Department of Population and Civil Registration of Pekanbaru City). Assessment indicators for the implementation of the KTP-el that are used include Size and Policy Objectives, Resources, Characteristics of Implementing Agents, Attitudes or Tendencies of Implementers, Communication between Organizations and Implementing Activities, Economic, Social and Political Environment. This type of research is a type of qualitative research. There are Key Informants, namely the Head of the Population and Civil Registration Office of Pekanbaru City and several informants in this study, namely the Head of the Population Registration Division, Head of Section for Citizen Identity, KTP-e-KTP Service Staff, and the Community who are taking care of KTP-el. The technique used in determining the informant is Purposive Sampling. The types and sources of data used consisted of primary data and Secondary Data. The techniques used in data collection consisted of observation, interview and documentation. Based on the research that has been done, it is found that Implementation of Pekanbaru City Regional Regulation Number 7 of 2016 concerning Amendments to Regional Regulation of Pekanbaru City Number 5 of 2008 concerning Implementation of Population Administration (Studies at the Department of Population and Civil Registration of Pekanbaru City) and based on the analysis of the six indicators it can be concluded that the Implementation of Regional Regulations in Pekanbaru City has not been optimal Number 7 of 2016 concerning Amendments to Regional Regulation of Pekanbaru City Number 5 of 2008 concerning Implementation of Population Administration (Studies at the Department of Population and Civil Registration of Pekanbaru City).
