Abstract

The proper use of information technology in the dissemination of information and freedom in issuing thoughts through oral and written through information and electronic transactions in the face of the revolutionary period 4.0, the public has been faced with the use of technology that is so sophisticated in supporting community activities. But in reality, the use of information technology has a positive impact on its use, and has a negative impact on the use of information technology itself which can lead to an effective crime of the dissemination of electronic transaction information that creates hatred and/or hostility towards certain individuals and/or groups. The objects of research include: first, what are the factors of crime prevention against the dissemination of electronic transaction information that gives rise to feelings of hatred and/or hostility of certain individuals and/or groups in the Riau Regional Police's Legal Area. Second, what is the crime prevention against the dissemination of information on electronic transactions. The research method is a type of observation research (observational research), which is a data collection technique, in which the researcher conducts direct observation to the object of research to see closely the activities carried out. Judging from its nature is descriptive analytical and data sources that will be used primary data and secondary data, as well as data collection through interviews and literature studies, so that the method of drawing conclusions used is an inductive method, namely drawing conclusions from things that are specifically common. This research reveals several things related to crime factors for the dissemination of electronic transaction information which gives rise to hatred and/or hostility of certain individuals and/or groups in the Riau Regional Police Legal Area, namely factors arising from within themselves, the economy, lack of social control, supporting facilities and infrastructure in the dissemination of electronic transaction information that creates feelings of hatred and/or hostility towards certain individuals and/or groups. And forms of crime prevention against the dissemination of electronic transaction information that gives rise to feelings of hatred and/or hostility towards certain individuals and/or groups in the Riau Regional Police jurisdiction in the form of Pre-eminent actions (prevention before crime), preventive actions (follow-up actions from pre- emtif) and repressive actions that refer to the Law of the Republic of Indonesia Number 19 of 2016 concerning Amendments to the Law of the Republic of Indonesia Number 11 of 2008 concerning Information on Electronic Transactions and Circular Letter of the Chief of the National Police No. 6 of 2015 concerning Handling Hate Speeches.
