Abstract

Astinet Service Cooperation Agreement, Wifi.id, Webhosting between the Information and Communication Technology Division of the Riau Police and PT. Telekomunikasi Indonesia Witel Riau Mainland is an agreement for the use of internet facilities. PT. Telekomunikasi Indonesia, made an omission in calculating the tariff for using internet services because the amount of tariff paid was not in accordance with the total capacity of 50 Mbps received by the Information and Communication Technology Division of the Riau Police. PT. Telekomunikasi Indonesia only provides a capacity of 20Mbps to the Information and Communication Technology Division of the Riau Police. Based on the above background, the main problem in writing this thesis is the implementation of the Astinet Service Cooperation Agreement, Wifi.id, Webhosting between the Information and Communication Technology Sector of the Riau Police and PT. Indonesian Telekomunikasi Witel Riau Mainland and the Legal Consequences of Paying Differences in the Astinet Service Cooperation Agreement, Wifi.id, Webhosting Between the Information and Communication Technology Sector of the Riau Police and PT. Telecommunications Indonesia Witel Riau Mainland. This type of research is sociological or observational research, namely research that takes data directly from the population with data collection tools, namely interviews, after which the data is taken and processed so that conclusions are obtained using the deductive method. Meanwhile, if viewed from its nature, this research is descriptive, namely research that explains in the form of clear and detailed sentences. In the agreement, the Information and Communication Technology Division of the Riau Regional Police uses the telecommunication services and facilities provided by PT. Telekomunikasi Indonesia at 50Mbps, but after this contract runs for 1 (one) year in 2019 PT. Telekomunikasi Indonesia apparently does not provide telecommunications facilities of 50Mbps and only provides telecommunications facilities of 20Mbps, resulting in a difference in payments in the cooperation agreement. The Information and Communication Technology Division of the Riau Police considered this an act of default, because it was not in accordance with the contents of the agreement, because the Riau Police were harmed by PT. Telekomunikasi Indonesia for the discrepancy between the contents of the agreement and the realization in the field.
