Abstract

Muffler is a means of exhausting gas generated from combustion in a motorcycle engine when the engine is turned on. The reality in society is that motorcycle riders often replace the exhaust, with a muffler that has a louder sound or a racing exhaust. The replacement of the exhaust is a violation committed by the perpetrator, it is related to the noise generated on the road and even the exhaust gas produced has the potential to cause disease for the community. Therefore, the formulation of the problem in this thesis is how to enforce the law against motorists who use racing exhaust from the perspective of Law No. 22 of 2009 concerning Traffic and Road Transportation in the city of Pekanbaru? and what are the obstacles experienced by law enforcement regarding the use of racing exhaust on privately owned motor vehicles in the city of Pekanbaru?. This type of research includes the type of observational research (juridical sociological) by means of a field survey. Sources of data using primary and secondary data sources with data collection techniques in the form of literature study, interviews, observations, and documentation. The result of this research and discussion is that it is known that the law enforcement process against vehicles that use racing exhausts is through pre-emptive efforts, namely educating the public about legal knowledge, preventive measures, namely preventing violations of the law and repressive measures, namely taking action against perpetrators of violations by referring to the Act. Law Number 22 concerning Road Traffic and Transportation as well as the obstacles and obstacles experienced by law enforcement officers is that not every time and every road there are officers on guard due to limited members, the absence of special banners and signs regarding prohibitions and the lack of knowledge and legal awareness by the public.
