Abstract

ABSTRACT Recidivist is defined as a person who has been sentenced to repeat a similar crime or is commonly called a repeat criminal. Repetitive crime motivation includes factors that also affect the subject's repeated crime. The motivation is to get a lot of results (money) in a fast way, this is what is called the Instant Mentality. The problem in this study is how to implement law enforcement for recidivists after the assimilation of Covid-19 in the Pekanbaru. What are the obstacles to implementing law enforcement for recidivists during the Covid-19 pandemi in the Pekanbaru. This research method is observational research or research using a survey system, namely by means of interviews and direct observations down to the field. The data used in this legal study includes primary data and secondary data. This research is viewed from its descriptive nature, which is one of the studies that provides a detailed description of the impact and effectiveness in enforcing criminal law against prisoners who commit criminal acts again after assimilation of covid-19 in Pekanbaru city. The respondents in this study are the Head of Criminal Investigation Unit of the Pekanbaru Police, namely the Head of the Criminal Investigation Unit of the Pekanbaru Police. Implementation of Law Enforcement for Recidivists After Assimilation in the Covid-19 Pandemic in Pekanbaru is Giving written warnings and explanations for violations committed to Residivists, Making procedural arrests using a warrant that has been adapted to the violations committed by Recidivists, Providing additional penalties to Recidivists in accordance with the violation committed. Obstacles in implementing law enforcement in the Covid-19 pandemic in Pekanbaru from the results of interviews it was found that the obstacles to implementing law enforcement during the Covid-19 pandemic in Pekanbaru City came from the Residivists, namely: Economic Factors, Social Environmental Factors
