Abstract

ABSTRACT The background of the problem is that there are still companies in Pekanbaru City that do not employ local workers so that workers lose the opportunity to work in their own area. This is very contrary to what has been stated in the Pekanbaru City Regional Regulation Number 13 of 2018 concerning the Placement of Local Workers. The main problem in the research is how to implement the Pekanbaru City Regional Regulation Number 13 of 2018 concerning the Placement of Local Workers for local workers at PT Agung Toyota Auto Mall in Pekanbaru City and what are the obstacles to the implementation of Pekanbaru City Regional Regulation Number 13 of 2018 concerning the Placement of Local Workers for workers local at PT Agung Toyota Auto Mall in Pekanbaru City. The research method used is a type of observational research, namely research that observes and describes things that occur, both social and natural phenomena, within a certain time span, and researchers cannot control these phenomena. In obtaining data, the authors used data collection methods in the form of interviews, questionnaires and documentation. The results of the research that the implementation of the Pekanbaru City Regional Regulation Number 13 of 2018 concerning the Placement of Local Workers for local workers at PT Agung Toyota Auto Mall in Pekanbaru City that has not been implemented properly, this is evidenced by the absorption of local workers at PT. Agung Auto Mall in Pekanbaru is mostly filled by workers from outside the region in important positions such as the ranks of managers, admins and SPV so that the development of employment in Pekanbaru City, labor and workers have not been empowered and utilized optimally by companies or business units operating in the City area. Pekanbaru and obstacles to the Implementation of Local Workforce Placement for local workers at PT Agung Toyota Auto Mall in Pekanbaru City The level of education is still low and does not match the classification required by the company so that many workers have not been evenly absorbed, and limited resources for local workforce capabilities.
