Abstract

This research was motivated by the extent of forest and land burned in Pelalawan Regency, which is the largest in Riau Province from 2014 to 2019. This study aims to determine: (1) implementation of DLHK Riau Province duties in preventing forest fires in Pelalawan Regency in 2019; and knowing (2) factors inhibiting the implementation of DLHK duties in Riau Province in preventing forest fires in Pelalawan Regency in 2019. Indicators for implementing DLHK tasks in preventing forest fires include: (1) planning programs/activities and budgeting in the section on climate change control and forest fire prevention. and land; (2) collecting and processing hotspot data, creating forest and land fire hazard at the provincial level; (3) coordinating the prevention and control of forest and land fires; (4) preparing data and information on the implementation of forest and land fire prevention; and (5) monitoring, evaluating and producing reports on the implementation of tasks and activities in the section on climate change control and prevention of forest and land fires. This type of research is qualitative research. Based on the research results, the researchers concluded that: (1) the implementation of DLHK Riau Province duties in preventing forest fires in Pelalawan Regency in 2019 could not be fully implemented without the support of data from various related parties. The tasks requiring support are the following: (a) planning a budget for forest fire prevention programs / activities for the Riau Province; (b) collect all hotspot data in Riau Province; (c) processing all hotspot data in the Riau Province; (d) compile data on the implementation of forest fire prevention in the Riau Province; and (e) produce information according to data related to the implementation of forest fire prevention in the Riau Province; and (2) factors inhibiting the implementation of their duties are internal (coordination and budgetary) and external (support from various parties is needed). While the research suggestion is that the Riau Province DLHK should create good and intense communication, and always coordinate well with various related parties. Then it is better if the budget set by the related parties is adjusted to the program / activity plan made by DLHK Riau Province, not the other way around.
