Abstract

Public Perception of the Performance of the Regent of Rokan Hilir during Suyatno's Leadership (Study on Regional Infrastructure Development in Rokan Hilir Regency 2016-2021) Abdul Harun 159110001 Leadership has an important role for the local community he leads, as a Regent, his strategic leadership role and policies are one of the ways to provide the best for his community. With the achievement of the mission and vision as well as the goals for the achievement of a peaceful and prosperous region, therefore the quality of the leader is considered the most important factor in the progress of a region. The purpose of this study was to determine the community's perception of the performance of the Regent of Rokan Hilir during the leadership period of Suyatno (Study on Regional Infrastructure Development in Bagan Batu, Rokan Hilir Regency 2016-2021) in building Rokan Hilir into a developed, independent and prosperous area. This research was motivated by the Regent of Rokan Hilir, who had several programs for the Rokan Hilir regional development plan, including in terms of infrastructure related to during his tenure as Regent Suyatno had not realized all the priorities for the regional development plan. The concepts used in this study are responses, opinions, and assessments by having two types of positive and negative answers, using qualitative descriptive research methods and determining the six informants based on purposive sampling, namely using data collection through in-depth interviews, observation and documentation analyzed through the process of data reduction, data presentation, and drawing conclusions. The results in this study are related to the positive response, namely the performance of the Regent of Suyatno, that the community has responded that they have considered the process of improving infrastructure such as a mosque, drilling wells and assistance from the poor. Whereas in the opinion obtained from the community, the perception that the Regent Suyatno had done his best and was responsible for completing his vision and mission. On this assessment, the community perceives that the infrastructure development process has been realized by carrying out road works and improvements and is willing to protect and survey the areas that are the stage of development planning. And from the negative side, the community responded that it was necessary to prepare plans that were prioritized in the regional work plans in Rokan Hilir.
