Abstract
The tourism potential of Bengkalis Regency is quite diverse, but these tourist objects have not received serious attention, this is marked by many tourism object development programs that do not work according to what has been set. Of the various tourist objects in Bengkalis Regency above, the New Straits Beach on the island of Bengkalis, Bantan District, is one that has not received serious attention from the Regency Government. Meanwhile, this beach has the potential to increase PAD in the future. The purpose of this study is to analyze and explain the implementation of government policies in the development of Pantai Indah Selat Baru tourism, Bantan District, Bengkalis Regency and the inhibiting factors. The research method used is descriptive qualitative method with data collection through interviews, observation and documentation. Key informants in the research informants in this study were the Head of the Department of Culture, Tourism, Youth and Sports, Bengkalis Regency, Head of Tourism Development, while the informants were the public or visitors to Pantai Indah Selat Baru, Bantan District, Bengkalis Regency. The results of the study can be concluded that the implementation of government policies in the development of tourism at Pantai Indah Selat Baru, Bantan District, Bengkalis Regency is in the fairly good category. This can be seen from the lack of implementation of programs and work plans that will be set in increasing regional income, especially Bengkalis Regency. The inhibiting factors are: The absence of quality human resources for tourism actors who care about the importance of the meaning of Sapta Pesona Wisata, coupled with the not yet optimal management of tourism objects, which can cause damage to the natural environment around tourist attractions resulting in the loss of natural beauty in some areas. tourist attractions that have not been utilized or managed optimally.
