Abstract

This research aims to determine the implementation of E-Tendering for fast tender in the process of procurement of goods/services in the work unit of procurement of goods/services in pekanbaru city and the factors of the inhibit the implementation. This research use four stages of E-Tendering implementation of Indrajit (2002) there are disclosure, registration and distribution, electronic bidding, and advanced support services and the principal of procurement of goods/services there are efficient, effective, transparant, open, competitive, fair, and accountable. This research use descriptive research with using qualitative approach, data collection techniques in this research use interview, observation, and documentation. Researcher use interative data analysis model of miles, huberman, and saldana there are data collection, data condensation, data display, and conclusion drawing/verification. Based on the observation can be concluded that the implementation of E-Tendering for fast tender in the process of procurement of goods/services in the work unit of the procurement of goods/services in pekanbaru city when viewed from the principle of procurement of goods/services there are efficient, effective, transparant, open, competitive, fair, and accountable there are still have some failures in the implementation such as failed tender does not compleatly the efficient and effective principle and the failure of a provider who disrupts the tender package by bidding the price far below the estimated price itself (HPS) so that does ot compleatly the competitive and fair principal . While the inhibiting factors are sosialitation with the users, registration and verivication of SPSE user, Electronic proses, and advanced support services for being E-Tendering.
