Abstract

This study aims to determine how the implentation of the Pendaftaran Tanah Sistematis Lengkap program in the agraria and spatial panning office/ national land agency Kabupaten Siak, and to find out the internal obstacles implementation the PTSL program. Indicators on implementation used include communication, resources, disposition, and bureaucratic structure. This type of research, located in the Desa Lalang using qualitative methods. Namely a study that makes humans as research intruments and adapted to the colection of existing data. In general it is qualitative in nature and is a research procedure that produces descriptive data in the form of written or spoken words from people and observable behavior the determination of information in this study uses pusposive sampling technique. The informants and key informants in this study namely Kepala Urusan Umum dan Kepegawaian, Kepala Desa Lalang dan Masyarakat. Data collection techniques used consisted of observation, interviews and documentation, the collected data is then used as the main material for analyzing the empirical condition of the objectivity of the research objectives at the location under study. Based on the above analysis techniques the researcher assess and conclude that program implementation Pendaftaran Tanah Sistematis Lengkap in can be said that it is still not implemented and there is still alack of awareness in the implementation of the PTSL program so that there are still people who do not know clearly about the PTSL program. This can happen becaus there are still obstalcles that still interfere with the running of the PTSL program.
