Abstract
ABSTRACT The service in making a Driving License (SIM) is one of the most visible benchmarks for Police performance, the public can directly assess the government's performance based on the quality of service received, where success in building public service performance in a professional, efficient, effective and accountable manner will raise the positive image of the Pekanbaru City Government in the eyes of the people. The main problem in this study is how the service process for making a driving license is at the Pekanbaru Police Office and what are the inhibiting factors in the service process for making a driving license at the Pekanbaru Police Office. This type of research is observational research, namely by direct survey of the field, with data collection tools, namely interviews and questionnaires. Viewed from the point of view of its nature, this research is descriptive, namely to provide data that is as accurate as possible about humans, circumstances or other symptoms. . The results obtained are the process of making SIM services at the Pekanbaru Police has not met the service standards as intended in the National Police Chief's Perkap Number 9 of 2012 concerning Driving Permits because the time of SIM making services is still not in accordance with the stipulated, this is due to the large number of people who make driving licenses. SIM and the behavior of SIM-making service officers is still unfriendly. The inhibiting factor in the process of making SIM services at the Pekanbaru Police is that there are still SIM applicants who do not absorb the information submitted by the officer so that the applicant repeatedly asks the officer how or the process of making a SIM, this causes services to other applicants to be disrupted and also found people who make SIMs whose health is disturbed so that they cannot take the test to the fullest, this hampers the process of making SIM services
