Abstract

This study aims to determine the extent of community participation in having a birth certificate in Pangkalan Kuras District, Pelalawan Regency, Pangkalan Kuras District with a total birth rate of 1,312 people aged 00-12 years. In 2019, souls who already have a birth certificate are 712 people aged 00-12. years in 2019 and as many as 600 people who do not have a birth certificate. Only 54% of people already have a birth certificate between the ages of 00-12 years, so it can be said that the public awareness of the importance of having a birth certificate in Pangkalan Kuras District is still quite low when compared to other sub-districts in Pelalawan Regency. This study aims to determine the level of participation and community barriers in possession of a birth certificate in Pangkalan Kuras District, Pelalawan Regency in 2019. This research uses qualitative research methods with descriptive type of research which can be interpreted as a problem-solving process that is investigated by explaining the status of research subjects based on the facts that emerged during the research were then followed by the popularity of the existing theory. Based on the survey results, it was revealed that the level of community participation in having birth certificates was still low, not in accordance with the number of births per year, where on average every year people who administered birth certificates were 54% while people who did not take care of birth certificates amounted to 46% of the total birth rates. annually. This is caused by internal constraints, namely the people themselves who do not participate in the management of birth certificates and also from external constraints that come from the environment and local government.
