Abstract
The Community Based Community Empowerment Program (PMB-RW) is a tangible manifestation of community empowerment carried out by the Pekanbaru City government in order to reduce poverty and empower people who have a weak economy so that it is hoped that the community can change their economic life from their mindset with the existence of the program. The purpose of this study is to describe the Implementation of Community Empowerment Programs Based on Community RukunWarga (PMB-RW) in Tenayan Raya District. The method used in this research is a qualitative method with descriptive analysis techniques, qualitative research is a process that is more intended to understand human problems in a social context by creating and presenting a comprehensive and complex picture, reporting detailed views of informant sources, and carried out naturally without any intervention from the author, with interviews and observations as data collection tools, with the results of the research drawing conclusions, namely in the Implementation of Community-Based Community Empowerment Programs (PMB-RW) in Tenayan Raya District. categorized as Not good where in the implementation of the Community-based Community Empowerment Program there are still several obstacles such as the lack of community participation in participating in this empowerment program, less supportive facilities and infrastructure such as in seed fish cultivation training have been delayed so that the program is running. Then it is suggested to every sub-district in Tenayan Raya Subdistrict to further increase the socialization to the community related to this PMB-RW, with increasing public participation the purpose of this program will be implemented and also related to supporting facilities in implementing this PMB-RW should be more pay attention so that the program is not hampered in its implementation
