Abstract

The purpose of this study was to determine the leadership style of the village head in moving the Rukun Tetangga as well as to see which leadership style was more dominant in the village head in moving the Neighborhood Associations and the obstacles to the leadership style of the Simpang Belutu village head in moving the neighborhoods in the sub-district of Kandis, Siak district. This research uses quantitative methods and qualitative methods.. The questionnaire as a tool for collecting data and conducting interviews as a comparison of the answers to the questionnaire. Respondents in this study consisted of the Head of the Village, Secretary of the Village Head, Section of Government and RT, totaling 20 samples. From the results of this study it can be concluded that the Leadership Style of the Head of Simpang Belutu Village in Mobilizing Neighborhood Associations in Kandis District, Siak Regency can be categorized as quite Good. The results of this study were obtained from 5 indicators, namely, autocratic style, militaristic style, paternalistic style, charismatic style and democratic style. The inhibiting factor of this research is that as a village head, he must be able to play all the leadership styles he has according to the current situation, meaning that he must be able to position what style to use when facing Rukun Tetangga and Society, the Lurah cannot only play one style because in society there are many different types of races, tribes, languages. Therefore, that's where the village head's intelligence leak is to grab the hearts of his people.
