Abstract

Street vendors are those who carry out trading business using movable or immovable means, using public facilities, state-owned or private land which are temporary or not permanent. PKL activities disrupt public order and cause traffic jams on HR roads. Soebrantas Panam Pekanbaru City. For this reason, the Pekanbaru City Government has issued a policy to overcome the problem of street vendors by issuing Regional Regulation No. 11 of 2001 concerning Structuring and Guiding Street Vendors. The Civil Service Police Unit (Satpol PP) is the apparatus responsible for the implementation of local government operations and as the front line in enforcing these regional regulations in the community. The main problem in this research is how to enforce local regulations related to street vendors by Satpol PP along HR road. Soebrantas Panam Pekanbaru and also the obstacles faced in the Enforcement of Regional Regulations Regarding Street Vendors by Satpol PP along Jalan HR. Soebrantas Panam Pekanbaru. This study uses a field research approach, namely a direct survey of the field to collect primary data obtained from respondents through interviews and questionnaires to be used as data or information in this writing. The results obtained in this study are the enforcement of Pekanbaru City Regulation Number 11 of 2001 against street vendors by Satpol PP along Jalan HR. Soebrantas Panam has been implemented, both preventive and repressive efforts, and obstacles such as community factors, lack of Satpol PP personnel, facilities and infrastructure, lack of land for relocation, refusing relocation, lack of socialization to the community in the enforcement of regional regulations related to street vendors by the Satpol PP along HR road.
