Abstract

ABSTRACT The chartering agreement is a bond in the form of an agreement that has a reciprocal nature between rights and obligations, and in it has the consent of all parties, the contractor agrees to carry out. The agreement can be categorized as an agreement that has a consensual nature, which can be interpreted as an agreement or contrack that exists counting from the agreement reached in the agreement. After an agreement is reached, a binding and binding agreement arises for all parties involved, which in the end the parties cannot cancel the contracting agreement. The background to the problem is accountability and obstacles in the development process This research belongs to the sociological legal method namely research carried out directly to the research object area, in order to obtain data related to job chartering agreements. The nature of the research that the author uses is descriptive. Primary data in this study were obtained from the results of interviews and questionnaires. The results of the research the authors conclude that housing development is lacking, due to no responsibility from the contractor and the lack of budget funds for housing development which is a p factor. Resulting in the cessation of the contruction process and the abandonment of housing. This is certainly not accordance with law No 1 of 2011 concerning housing and settlement areas in article 118 paragraph 1 : namely the funding and financing system is intended ensure
