Abstract

VILLAGE FUND GOVERNANCE FOR INFRASTRUCTURE DEVELOPMENT IN PENDALIAN VILLAGE KECAMATAN PENDALIAN IV KOTO ROKAN HULU DISTRICT IN 2019 ABSTRACT SUKARNO NPM: 167310135 This study aims to find out how the Governance of Village Funds for Infrastructure Development in Pendalian Village, Pendalian IV Koto District, Rokan Hulu Regency, is the problem in this study how is the Governance of Village Funds for infrastructure development in Pendalian Village in 2019. The concept that researchers use in this study This is using a qualitative method with a descriptive approach, namely research that seeks to describe the object or subject under study as it is, and explains the variables and indicators in this case are the norms, competence (Government) of the Pendalian Village and transparency (Pendalian community participation). Research informants are the head of Pendalian Village, BPD and the community. The theory used in this study is the theory of B.C. Smith 2007. In this study, sampling was carried out using census and purposive sampling techniques. The data analysis technique was carried out by collecting data obtained from interviews, observations and documentation by considering to synchronize the data analysis process from various sources and from different techniques from data collection, data reduction, data presentation and then conclusions were drawn. Based on the results of the study, it was concluded that the Governance of Village Funds for the 2019 Pendalian Village Development infrastructure related to the programs implemented were in accordance with applicable regulations but needed to be reconsidered before being implemented because the extent of authority given would have the potential for deviations in authority such as the budget allocated for empowerment programs. Village community is not implemented with the argument of limited knowledge. Management (Competence) of the Pendalian Village Government as a government organizing organization on the basis of determining the Village Fund for the Pendalian Village Development infrastructure is monopolistic but the budget provided by the central government is limited while priority programs require large funds and a long time, other developments are not important when is a priority that is not implemented so that development is not evenly distributed and the benefits are not directly felt by the community. Pendalian Village Community Participation, active community and community involvement is still low.
