Abstract

IMPLEMENTATION OF REGIONAL REGULATION OF BENGKALIS DISTRICT NUMBER 1 YEAR 2016 CONCERNING GENERAL ORDER (CASE STUDY ON UNOFFICIAL PARKING MANAGEMENT IN MANDAU DISTRICT) RIDHO CHAIRIL PRATAMA 167310434 Unauthorized parking is a condition where the vehicle has stopped or has not moved for a while and is abandoned by the driver, which is not based on a permit from the local government. This unofficial parking can disrupt smooth traffic. However, people often do not understand the rules for using roadside parking, where they use a road body that should not be used as a parking space for their vehicles, or park their vehicles carelessly. This condition certainly causes congestion on the highway, so that parking lots and parking attendants can direct and arrange vehicles so that they park in the right place and do not interfere with the smooth flow of the road. Irregular parking of vehicles at the central location of activities, especially due to vehicles parked on the road, will reduce the effective capacity of the road, which in turn will hamper the smooth flow of traffic, especially in Mandau District. This research raises the problem of public policing against unofficial parking located in prohibited parking lots along the Sudirman road, Mandau District based on Bengkalis Regency Regulation No.1 of 2016 concerning Public Order. The research method used in this research is qualitative with descriptive type that uses objective conditions found in the field. The data and data sources of this research are from interviews, observation and documentation. The results of this study indicate that the control of illegal parking based on regional regulation number 1 of 2016 concerning public order has not been optimal, both from the Mandau District government and from the members of the Pamong Praja Police Unit, Mandau District. Efforts made based on Regional Regulation No.1 of 2016 concerning public order include socialization and preventive supervision. But there are still unofficial parking operators who still use the parking lot. For this reason, the government must provide parking space and provide permits for illegal parking so that congestion does not occur and does not interfere with the smooth flow of public roads.
