Abstract
Drugs have become common enemies for the people of Indonesia. Considered as something that can damage the young generation of Indonesia and indeed become the enemy because of its very negative influence on its users. Drugs are not only circulating in the general public, but now we hear and see also that drugs have started to enter the penitentiary environment. One of the reasons that drug trafficking can happen is because there is over crowded. Overcrowded apparently supported by other problems that overstaying. Overstaying considered to be one of the factors that influence the overload. Overstaying happens when it turns a prisoner should be released but are still detained or released. It also deals with the criminal justice system which is not yet working comprehensively. Using a qualitative approach in reflecting the existing phenomenological perspective aims to accurately measure the facts in the field by using qualitative analysis through systematic description in collecting the facts. So in the findings that the crime of drug abuse in Lembaga Pemasyarakatan Klas II A Pekanbaru more dominant influenced by the factor of facilities, and the facilities have not been sufficient, community factors or people in the Penitentiary who knows the existence of drug practices in prisons but did not report things. And the existence of cooperation between officers or persons with the Assisted citizens of drug offenders in Lembaga Pemasyarakatan Kelas II A Pekanbaru
