Abstract

ABSTRACT A cooperation agreement is a legal relationship regarding property between two parties, in which one party promises or is deemed to have promised to do something or not to do something, while the other party has the right to demand the implementation of that promise. In this study, the authors raised the problems that were used as research material, namely: Implementation of Land Use Based on the Cooperation Agreement between PT. Peputra Supra Jaya and EMP Bentu Limited and how are the obstacles to implementing land use based on the Cooperation Agreement between PT. Peputra Supra Jaya and EMP Bentu Limited. Based on this type of research, namely observational research conducted by means of surveys, the authors went directly to the field to obtain and collect data through interviews. The nature of the research is descriptive, namely to provide information that explains in detail regarding the Implementation of Land Use Based on the Cooperation Agreement between PT. Peputra Supra Jaya and EMP Bentu Limited. The results of this study were the implementation of land use based on the cooperation agreement between PT. Peputra Supra Jaya and EMP Bentu Limited are in the form of a collaboration that is contained in two agreements, namely a cooperation agreement for the use and maintenance of garden roads and a Joint Land Utilization Agreement (PPLB). While the obstacles in the implementation of this agreement are technical, operational and security constraints such as the lack of supervision on the implementation of EMP Bentu Limited activities as well as administrative constraints for PT. Peputra Supra Jaya because the support of EMP Bentu Limited has not been optimal in completing the processing of the Land Use Rights Certificate because it is related to the full authority of the National Land Agency for the Riau Province Regional Office which can only issue maps of land parcels.
