Abstract

This study was conducted to determine how the Pekanbaru Makmur Program Implementation at the National Amil Zakat Agency (BAZNAS) Pekanbaru City, the indicators used in this study include federal-level inducements (stimulus and coercion at the state level), state and local-level inducements and constraints. (stimulation and coercion at the local State level), decisional outcomes and state capacity (policy outcomes and state capacity), feedback and policy redesign (feedback and policy redesign). In this study using the type of case research, namely research based on collecting various sources of information, so with this the researcher has the opportunity to describe similar and contradictory facts by examining information from various sources. The population and sample amounted to 11 people, the types and techniques of data collection were carried out in the form of interviews, observations, documentation, and literature studies. While the data analysis technique used in this study is data triangulation, which combines interview data and questionnaires into qualitative analysis, then the content of the research results is found. Based on the analysis technique, it can be concluded that the implementation of the Pekanbaru Prosperous Program at the National Amil Zakat Agency (BAZNAS) of Pekanbaru City is significant. This can be seen from the implementation of the task with the provisions that have been set. Limited human resources have resulted in not carrying out proper monitoring, and the level of utilization of zakat is still low due to the lack of ability of the mustahik of the Pekanbaru Makmur Program in managing and utilizing business capital and productive goods that have been provided by BAZNAS Pekanbaru City.
