Abstract

Shuttle transportation (travel) is the transportation of people between cities with the origin of the destination of the trip being fixed with an irregular trajectory and the nature of the service is door-to-door. This shuttle is one of the transportations supervised by the Riau Provincial Transportation Service in order to meet the needs of public transportation services in the Riau province. The public can use this shuttle to facilitate activities in traveling. However, there are still shuttles that are not in accordance with Law No. 22 of 2009. Therefore, the Riau Province Transportation Service carries out activities for controlling shuttle transportation. This study aims to find out how the control of shuttle transportation (travel) is carried out by the Riau Provincial Transportation Service and to find out the inhibiting factors in carrying out the control of shuttle transportation using five indicators, namely input, process, outputs, outcomes. This research uses a qualitative approach and a descriptive type of research with interview, observation, and documentation data collection techniques. The results of this study are that the control of shuttle transportation carried out by the Transportation Office of Riau Province has not been effective because there are several inhibiting factors in carrying out enforcement activities, namely the budget that causes non-routine enforcement activities to be carried out, the sanctions given do not deter violators so that violators keep repeating themselves. the same mistake, there is no self-awareness for violators to obey the applicable rules.
