Abstract

Abstract State Property Auction (BMN) conducted by the Office of State Wealth Services and Auctions (KPKNL) Pekanbaru with an offer without the presence of auction participants (e-auction) is a modern service innovation auction to meet the needs of the public electronically affected by technological developments. E-auction is an effective means to increase sales of State-owned goods. This research aims to determine the legal arrangement of the implementation of state-owned goods auctions on other than land and buildings using e-auction, especially the implementation of auction elements as well as the principles and objectives of technology utilization. This research uses the descriptive method by using the normative approach (legal research) to obtain secondary data and the empirical approach (sociological juridical) to obtain primary data through field research. The results showed that the e-auction carried out by KPKNL Pekanbaru on top state property other than land and buildings there are still constraints in its implementation. The results showed that the implementation of the auction of State Property through the e-auction application had several obstacles in its implementation. Furthermore, the results of research related to the auction of state-owned goods through the e-action application will provide legal certainty to the parties participating in the auction by issuing the minutes of the auction which serve as written evidence.
