Abstract
ii ABSTRACT Public services and the provision of government public services are the functions of an organization or government agency. Good or bad bureaucracy in a country also depends on the quality of employees in that country. One of the agencies that is trying to improve the quality of its employees' work is the Riau Province Investment Service and One Stop Integrated Services. Riau Province DPMPTSP is an element that supports certain tasks of the Riau provincial government, which is led by a Head of Service under and responsible to the governor through the Regional Secretary. The formulation of the problem of this research is how the efforts made by the employees of the State Civil Apparatus in the Riau Province Investment and One Stop Integrated Service Office to improve performance in 2019, and what are the obstacles in improving the performance of the State Civil Apparatus employees at the Investment Service and Integrated Services One Pintu Riau Province in 2019. Meanwhile, the purpose of the research is to find out how the efforts of State Civil Apparatus employees in the Riau Province Investment and One Stop Integrated Service Office to improve performance in 2019, and to find out what are the obstacles in improving the performance of civil servants. State in the Riau Province Investment and One Stop Integrated Service Service in 2019. This writing when viewed from the type of research, using empirical research methods or observational research, in which the author goes directly to the research location to obtain the required data by using a data collection tool in the form of interviews. The nature of this research provides a clear and detailed picture. Efforts to improve employee performance are carried out by means of supervision from the Head of the Division, that every employee is obliged to adhere to the work rules made, namely based on TUPOKSI and also directions from the Head of the Division. The use of working time is emphasized on employees here, and this is also the focus of the Complaints, Policy & Service Reporting Sector to improve employee discipline here. The use of this working time is related to a business or activity that is carried out based on predetermined working hours, including when the work is finished (working hours), when the work is finished (working hours after work), and when a job requires a certain time. Employees who are found late will get sanctions from the office, for various sanctions, depending on the level of violations committed. Giving motivation to employees is the duty of the Heads of the Division so that these employees can improve the quality of work for which they are responsible.
