Abstract

This research was carried out in BUMDes, Sei Simpang Dua village, Kampar Kiri Hilir District. This study aims to find out how the evaluation of the savings and loan business unit program in Sei Simpang Dua village, Kampar Kiri Hilir sub-district, which is seen as still not optimal in providing services to people who want to apply for loans at BUMDes Maju Bersama. In this study, the author uses the theory proposed by Nurcholis in Al-Anba (2020:265) by describing several indicators, namely input (input), process, output (result), and outcome (impact). In this research, the writer uses qualitative method with descriptive research type. The collection technique uses observation, interviews and documentation. The results of the study indicate that the local government of Sei Simpang Dua, Kampar Kiri Hilir District has taken action in the form of optimizing BUMDes in improving community welfare. However, the process is still not optimal from the actions of BUMDes managers. There are many inhibiting factors in the progress of the savings and loan unit program in BUMDes progressing together, such as the actions of people who misuse loan capital such as for personal costs or consumptive costs, for example: buying a vehicle, wedding costs, building a house, and so on. Another obstacle is that the time for disbursing funds can be said to be ineffective, this is because there are still customers who wait a long time for the disbursement of loan capital funds and the manager cannot confirm when the time for disbursement of loan capital funds exists. The facilities/infrastructure and technological equipment at the BUMDes Office are still lacking adequate facilities/infrastructure and technological equipment. Such as the absence of cabinets, adequate waiting chairs, adequate computers and so on. Lack of discipline in BUMDes managers in supervising people who apply for loans. The manager is less strict in giving fines to customers who are in arrears. The suggestion that can be presented is the BUMDes Sei Simpang Dua is to ask the village head to take part in carrying out supervision according to procedures applicable to the community or customers who are still in arrears in payments.
