Abstract

The series of activities in village development consist of planning, implementing, and supervising activities. The role of the government is to bring about change that does not turn into a social upheaval, let alone one that can be a threat to national integrity and national unity and integrity. Thus, the purpose of this study is to find out how the role of the Village Head in development is. To find out the obstacles of the village head in improving village development in the role of the village head in development in Pulau Padang Village, Singingi District, Kuantan Singingi Regency. The indicators set in this study according to Siagian are stabilizers, innovators and pioneers. This type of qualitative research with a descriptive approach. The author's key informant is the Village Head of Pulau Padang with the author's informants being the Village Secretary, Head of Government, Head of BPD and the Community. Data collection techniques are conducting observations, interviews and documentation. Based on the results of the study, it was concluded that the implementation of the development had been going well, but there were obstacles during the construction of infrastructure such as cementing because there were some roads that were built, the land still belonged to the community and the community did not want to donate the land to be used as roads and cemented.
