Abstract

THE ROLE OF THE PROTOCOL AND COMMUNICATIONS SECTION OF THE REGIONAL SECRETARIAT LEADERS IN DEVELOPING THE AGENDA OF THE REGIONAL HEAD OF ROKAN HULU REGENCY ABSTRACT By ARI YUSMAHENDRA In carrying out their duties and fulfilling an invitation to an event related to government and non-government, usually the regional head, deputy regional head and regional secretary need someone who can schedule the event activities so that they can arrange the course of the event that will be visited by the regional head, be it a formal event. as well as informally. One of the elements that exist in regional government organizations is the general section which has a function as a meeting facility for public needs for the government, one of which is the government protocol section. The role of protocol that can assist and regulate the course of activities to be carried out in government offices works so that the government can carry out its duties properly. The main purpose of this research is to find out and analyze the role of the Protocol and Communications Section of the Leader in preparing the agenda for the Head of the Rokan Hulu Region based on the indicators of Expert Prescriber (expert advisor), Communications Facilitator (communication facilitator), Problem Solving Process Facilitator (Problem Solving Process Facilitator) and Power Respond Communications Technician (Communication Technician). The type of research used in this research is descriptive qualitative. The number of research informants is 7 people. Data collection techniques with interviews and analysis with qualitative analysis methods as research procedures that produce descriptive data. The results of the research on the Role of the Protocol and Communications Section of the Regional Secretariat Leader in Preparing the Agenda for the Regional Head of Rokan Hulu Regency, it can be concluded that the role of the protocol and communication section of the leadership has not been good and must be improved, especially on the indicators of the Problem Solving Process Facilitator (Problem Solving Process Facilitator) and Communications Technician (Communication Technician)
