Abstract
This research was conducted to find out how the land service in Bangkinang sub-district, Kampar district and its inhibiting factors. This type of research is a qualitative research with descriptive nature. Where to conduct research directly to the land office of the Kampar district so that phenomena can be based on actual facts at the time of research using this type of research, namely collecting interview data, observation, and documentation. This study uses the theory of effectiveness according to Richard M. Steers with three indicators, namely Goal Achievement, Integration and Adaptation. Based on the results of this study, it can be said that the results of the Land Service in Bangkinang District, Kampar Regency in general can be said to have not been effective. This is influenced by the level of service and the level of community participation which is still low.
