Abstract

The problem of smoking is a dilemma for the government. The government is trying to improve the quality of public health by making strict rules about cigarettes, but on the other hand there are groups of people whose survival is threatened if these rules are implemented. The focus of this research will be on the Simpang Tiga Health Center. Which, based on the survey results, it is known that there are still many visitors to public hospitals waiting outside the hospital while smoking. This happens because of the lack of supervision from the public hospital to monitor visitors who continue to smoke even though there are no smoking signs or signs. The aim is to evaluate the supervision of the Pekanbaru city government in controlling the smoke-free area in Pekanbaru City and its obstacles. The method used is a qualitative method; informants, namely the Health Service Division of the Pekanbaru City Health Office, the Head of the Simpang Tiga Health Center and Visitors to the Simpang Tiga Health Center. Data collection techniques are interviews, observation and documentation. From the results of the study, it can be concluded that the evaluation of Pekanbaru City Government Supervision in Controlling Non-Smoking Areas in Pekanbaru City, it was found that it had not been implemented effectively. This can be seen in the application of sanctions against violators only in the form of reprimands, the giving of reprimands is not carried out continuously so that there is no habituation of the community to discipline and provide a deterrent effect. Although no smoking signs have been installed in each designated area, cigarette advertisements that no longer exist are found, and sanctions have been explained that do not respond to the community and there are still many who smoke in non-smoking areas, especially in the Puskesmas.
