Abstract
Based on the Law of the Republic of Indonesia Number 23 of 2014 concerning Regional Government. Regional governments consist of provinces and regencies/cities which exercise the widest possible autonomy, except for those that are the affairs of the central government with the aim of improving the welfare of the community, public services and regional competitiveness. Within the local government there are regulations that regulate the running of the government bureaucracy itself. Which researchers will carry out research in the form of the implementation of Regional Regulation Number 3 of 2002 concerning Public Entertainment in Pekanbaru City. This is because there are indications that those who do not have a business license, carry out business activities exceeding the operational hours and strict sanctions given by the Pekanbaru City Government or the authorized field to the Café business owner. Therefore, according to the phenomenon that occurs, the author intends to conduct research with the problem of Evaluation of the Implementation of Regional Regulation No. 3 of 2002 concerning Public Entertainment in Pekanbaru City (Café Entertainment Study in Tampan District) ? The method used is descriptive qualitative with key informant withdrawal techniques and informants using purposive sampling technique (purposive sampling). Based on the results of the analysis that the author did, it can be concluded that the Evaluation of the Implementation of Regional Regulation No. 3 of 2002 concerning Public Entertainment in Pekanbaru City (Café Entertainment Study in Tampan District) has not been fully implemented properly.
