Abstract

The implementation of controlling street vendors is still an obstacle, this is due to the lack of handling by the local government, causing community arbitrariness in violating trading locations. Street vendors in Pangkalan Kerinci sub-district still seem to be violating the rules because buying and selling activities are carried out on the shoulders of public roads, causing congestion and unrest for people who use public roads. The Civil Service Police Unit in carrying out its duties cannot be separated from the achievement of policies that will be achieved through Effectiveness, Efficiency, Sufficiency, Equity, Responsiveness, and Accuracy. The purpose of this study was to determine the factors that hinder the implementation of the tasks of the Pelalawan District Civil Service Police Unit in Controlling Street Vendors on Public Streets, Pangkalan Kerinci District. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The results of the study show that there are still many street vendors in Pangkalan Kerinci District who violate the rules, this is because the Satpol PP as public order officers have not carried out surveillance activities, and the sanctions given are maximal. This is due to the lack of Civil Service Police Unit officers, especially in the field in dealing with street vendors. there is no direct socialization of the prohibition of selling on the shoulders of public roads for street vendors, and the lack of cooperation with the community in responding to the handling of street vendors. However, the authors suggest that Satpol PP carry out routine patrols, provide equitable socialization for street vendors who violate the rules, provide strict sanctions, and cooperate with the community in dealing with street vendors.
