Abstract

The Regional Secretariat of RokanHulu Regency is one of the institutions that requires policies on procurement of goods and services through ePurchasing. This agency is the organizing agency in the Regency and plays an important role in public services and financial support in RokanHulu Regency, in order to provide services for the community to meet all public spending needs, of course need tobuy goods and services. In order to realize this, the Regional Secretariat of RokanHulu Regency will look for partners to carry out the procurement, look for partners with goods/services providers by direct appointment and direct procurement, namely procurement of goods and direct transportation services, suppliers of goods, through auctions or selection. The procurement work relationship between the Regional Secretariat of RokanHulu Regency and the providers of the goods/services is an agreement on the procurement of goods / services of the government through e-Purchasing. Related to the main problem in this research is how to apply the principle contracted in the procurement agreement and government services through ePurchasing in the Regional Secretariat of RokanHulu Regency, and how to use the law from the application of the contracted principle if there is a default when requesting assistance for government goods / services through e-purchasing at the Regional Secretariat of RokanHulu Regency. The research method used in this research is observational research (observational research) by means of a survey that is research conducted research directly to the research location in the Regional Secretariat of RokanHulu Regency, while this research is research that provides research and research that helps analyze the principle of transaction conducted on e-Purchasing. The results of the author's research are about the implementation of the freedom agreement in the agreement on the implementation of procurement of goods / services through e-Purchasing in the Regional Secretariat of RokanHulu Regency, and through an agreement on the implementation of government procurement of goods / services through e-Purchasing at the Regional Secretariat of RokanHulu Regency, it is always guided by a contract where the Regional Secretariat of the RokanHulu Regency can give approval, request provider assistance to the LKPP, inclusion of suppliers on the Black List, up to termination or cancellation of the agreement.
