Abstract

ABSTRACT CAPACITY OF THE NATIONAL DEFENSE AGENCY IN IMPLEMENTING A SYSTEMATIC LAND REGISTRATION PROGRAM COMPLETE (PTSL) IN SIAK DISTRICT BY CINDY DWI LESTARI In the context of land, land is the form of the earth’s surface land where humans stand, live, plant and everything the type of effort to maintain its survival is also the most important is a place where a country stands to protect, protect its people and to achieve the goals of life namely prosperity and welfare through the efforts carried out by the government. Research purposes this is to find out the inhibiting factors and how the capacity of the National Defense Agency In Implementing a Systematic Land Registration Program Complete (PTSL) in Siak District. Research using qualitative methods with the type of descriptive approach that is to describe the state of being as is and explains the variabels studied, which amounted to 7 people consisting of key informant and informants. Based on research the results have been obtained that the National Land Agency Capacity In Implementing the Systematic Complete Land Registration Program (PTSL) at Siak Regency by using indicators of Aspiration, Strategy, Skills Organization, Human Resources, Systems and Infrastructure, Organizational Structure, and Culture shows that the National Land Agency has not yet work optimally because the issuance of certificates is still experiencing lateness. Obstacles in the implementation of the Land Registration Program Complete Systematic (PTSL) is a lack of community interest, geographical location and community ignorance. Researcher’s input and suggestions for this study namely the National Land Agency made a new strategy to attract the number of implementing committees to be able to do it issuance of land certificates on time.
