Abstract

Sustainable Food Home Area Activities (KRPL) is one of the government's efforts to support the program to increase diversification and community food security which is the government's strategic program. The purpose of this study is to explain and analyze how the implementation of programs to increase diversification and community food security through sustainable food home area activities sourced from APBN funds implemented by the Pekanbaru City Food Security Service in 2019 and to determine the supporting and inhibiting factors. This research belongs to the type of qualitative research. This study examines in depth based on the theory put forward by Edward III where there are four things that greatly influence the successful implementation of a policy, namely communication, resources, disposition, and bureaucratic structure. The research location was carried out in Pekanbaru City. Data collection was done by means of interviews, documentation, and observation. Based on the research results, the implementation of a program to increase community food diversification and security through sustainable food house area activities carried out by the Pekanbaru City Food Security Service in 2019 has not been optimal. The purpose of these programs and activities is to motivate people to use their yards as a source of food and nutrition for their families. Judging from the communication dimensions on the transmission indicator and the dimensions of the bureaucratic structure on the Standard operating procedures (SOPs) indicator, it is the cause of not optimal implementation of the policy. Supporting factors in the implementation of this KRPL activity include the dimensions of resources and dispositions that have gone well. The communication dimension has only two indicators, namely clarity and consistency that has been running well and the dimensions of the bureaucratic structure with only fragmentation indicators that have been implemented well. Inhibiting factors in the implementation of KRPL activities include other indicators on the communication dimension, namely communication transmission/distribution and other indicators in the dimensions of the bureaucratic structure, namely Standard Operating Procedures (SOPs). Recommendations that can be given in this research are that the Pekanbaru City Food Security Service as the Implementor Agency should be able to involve other actors in implementing sustainable food house area activities such as districts, subdistricts, BPTP of Riau, community organizations/NGOs, associations engaged in the agricultural sector to the private sector in disseminating programs and activities so that they can run more massively. The agency should prepare SOPs and compile an FSVA (Food Security and Vulnerability Atlas) map to see food-insecure areas so that beneficiary groups are more targeted. Encourage the Mayor of Pekanbaru as the main actor to be more active in coordinating the acceleration of increasing community diversification and food security and as an agent of change. A Regional Regulation on food security is needed as a regulation in supporting regional food security.
